Sergeant said: "Most of these thefts are fueled by long-term criminals living with complex social needs, including addiction, poverty, and mental illness." Steve Addison at a press conference.

"Sadly, we see many of these stolen items sold on the street, usually in the east side of the city center, for a dollar."

It added that the VPD is trying to combat shoplifting in the city center and arrested 9 people on Monday alone.

The press release stated that officials returned more than $4,000 in stolen goods and recommended 14 new criminal charges against Monday's arrest. The police also seized many weapons, including a knife, an imitation gun, and a makeshift weapon called a flail.

"People who live and work in the city center tell us that they are fed up with the long-term thieves and vandals targeting their communities," Addison said.

"We clearly heard their frustration, which is why we have stepped up patrols and law enforcement throughout the community, and worked hard to hold offenders accountable."

As part of a law enforcement raid, 32 people were arrested last weekend and nearly $18,000 in stolen property was recovered.
